How to install windows xp onto laptop with no cd-rom and cannot boot usb-cdrom?

Ok so I bought this fujitsu b-2630 laptop with an external usb CD drive (lxr-40243a) for 40 bucks but the guy put in a fresh drive so it's completely blank. I have windows xp but the laptop can not boot from a usb drive other than usb floppy drive which
go into BIOS setup and enable boot from usb or external drive
When your computer starts on the bottom of screen should tell you which key to press for entering BIOS when BIOS changed when you come out of BIOS save changes
