How is a computer's BIOS determined? the motherboard or the CPU?

i'm building a new pc and am using old parts. i want a different BIOS than my current one so i can overclock my cpu. Do i need a new motherboard or a new CPU to have a different BIOS?
If you're using old parts ... you're not building a new pc ... just refurbishing an old one .... if you need to overclock ... go and buy a system that's powerful enough to do what you want it to do without overclocking
